Fines for walking dogs in parks in coronavirus quarantine?

Currently, guardians of companion animals, especially cats and dogs, feel some concerns about the time of the daily walk. Could there be fines for walking the dogs during quarantine? What are the penalties that have been disclosed to date? What is happening with dropouts?

The Spanish Government has given a series of guidelines to the tutors regarding the time of the walk, and has emphasized that, as long as each one of the guidelines is respected, there will not be any type of legal or health problem for people and the animal.

Pet Walk Guidelines Review

  • The authorities have indicated that the walk should be short, long enough for the animal to do its physiological needs.
  • During it, the animal must remain tied, to avoid contact with other people or pets that may be in the same area.
  • Tutors are asked to maintain a safe distance –one meter– from other people.
  • After the animal relieves itself, the guardian should collect the feces –as would be done even without quarantine– and should clean the area by spraying a little water and detergent (which should be carried in a disposable bottle).
  • When you get home, it is advisable to clean your pet’s tail and pads with soap and water.

Will there be fines for walking the dogs?

Some pet owners are concerned about going outside, as violating the quarantine is grounds for sanction. However, as long as the indications given by the Executive are complied with, taking the dogs for a walk should not pose any problem.

People who have companion pets may take them for a walk – close to their home area – and relieve themselves, as long as they do so individually, during off-peak hours.

The abandonment of animals during quarantine

As a result of the hoaxes and widespread rumors, the number of cases of abandonment of companion animals has increased significantly. This poses several problems.

For example: shelters can collapse if the number of animals to be accommodated is very high, and animals wandering on the road can put their lives and that of drivers at risk.

Abandonment does not solve anything, with or without quarantine. On the contrary, it adds new problems. Therefore, all guardians are urged to take care of their pets and not abandon them.

The consideration of the abandonment of animals as a crime and the establishment of sanctions has been regulated in different regulations that are integrated into the so-called Animal Protection and Welfare Code.

Spanish criminal law establishes for those who abandon an animal in a situation of danger to its life or integrity, fines of one to six months in jail. There is also a penalty of disqualification for up to one year to exercise professions that have to do with animals, including keeping pets.

In Spain, the specific legislation to impose this type of sanctions for abandonment of animals, especially with regard to economic administrative sanctions, corresponds to the Autonomous Communities.
